CHAMPAIGN COMMUNITY UNIT SCHOOL DISTRICT NO. 4 - Champaign, Illinois

Qualifications:
1. Bachelor’s degree in architecture, engineering, construction management or related field (Master’s degree preferred)
2. Ten (10) years’ experience managing commercial construction projects, K-12 education projects preferred
3. Excellent leadership, interpersonal, management, and customer service skills
4. Strong written and oral communication skills
5. Previous supervisory experience (preferred)
6. Such alternatives to the above qualifications as the Board of Education may find appropriate and acceptable

Reports To: Superintendent of Schools or designee
Supervises: Outside Design Professionals, Contractors, and Other Vendors; Capital Projects Supervisors and other District personnel as assigned

Objective: To provide oversight for the District’s capital construction program (as approved by voters in November 2016) and plans for other capital projects related to the District’s long-term Master Facilities Plan.

Performance Responsibilities:
CAPITAL PROJECTS OVERSIGHT
1. Serves on the District’s Project Management Team, tasked to manage building campaign projects funded by a $183.4 million bond referendum approved in November 2016 by the District’s voters.
2. Oversees the development and execution of the District’s Master Facilities Plan.
3. Oversees the development and update of capital program policies, procedures, and manuals to convey minimum expected standards of quality.
4. Serves as the primary District contact for all design and construction professionals.
5. Serves as a key member of the District’s referendum oversight committee.
6. Prepares reports for and presents information to the Board of Education regarding current and future facilities matters.
7. Provides updated capital program information to the Director of Communications & Community Relations for inclusion on the District’s website.
8. Works closely with the Executive Director of Operations to ensure facilities work occurs in a manner that minimizes disruption to regular operations and is supported by the Operations & Maintenance Department as needed.
9. Works closely with the District’s Chief Legal & Financial Officer on District bond issuance to ensure access to the financing needed to complete projects within the designated timelines.
10. Assists with oversight of the District’s Health, Life, Safety (HLS) obligations.
11. Assists with preparation of Requests for Proposals (RFPs) for design and construction professionals.
12. Evaluates RFPs and makes recommendations for the selection of highly qualified professionals.
13. Assists in contract negotiations with design and construction professionals and monitors their compliance with their respective contracts.
14. Coordinates the inclusion of education specifications for the projects.
15. In cooperation with others, reviews procurement documents for compliance with District programming needs.
16. In cooperation with others, approves and tracks invoices, applications for payment, and change orders.
17. Based on ongoing review of District-wide needs, establishes project schedules for planning and construction.
18. Appropriately addresses concerns regarding contract compliance.
19. Attends bid openings for assigned projects, and in cooperation with others, makes recommendations for bid awards prior to submission to the Board for final approval.
20. Serves as the primary District contact person for the Illinois State Board of Education.
21. Serves as the primary liaison with governmental and other entities having jurisdiction over design and construction matters.
22. In coordination with others, establishes project budget(s) and monitors expenditures relative to the budget(s).
23. Actively participates in planning meetings with design and construction professionals, district stakeholders, community representatives and governing agencies and ensures that project stakeholders, both internal and external, have voice.
24. Ensures that project logs are maintained for all District projects.
25. Coordinates with the District’s Grants Manager as necessary to secure alternate funding sources for actual and potential projects.
26. Evaluates proposed building sites and the management of details related to making sites ready for design and construction.

Supervision and Evaluation of Personnel and Staff Development
1. Adheres to the District’s Affirmative Action/Equal Employment Opportunities policies and follows building and area of supervision guidelines established for screening, interviewing, hiring, and assigning employees and contractors.
2. Develops department policies and makes recommendations regarding District policies and negotiated agreements.
3. Implements the District's supervision and evaluation program for all designated staff and contractors.
4. Ensures that all staff are allocated and used effectively and efficiently.
5. Builds relationships with all staff members, promotes a team-oriented environment, and maintains high standards of accountability.
6. Assists in planning and administering staff development activities.

OTHER RESPONSIBILITIES
1. Serves as a member of the District Leadership Team and participates in the strategic planning process.
2. Participates in professional growth opportunities (e.g., attends regional, state, and national professional conferences, reads professional publications, and/or enrolls in advanced courses).
3. Performs all other duties necessary to the position and such other duties as may be assigned by the Superintendent of Schools.

Terms of Employment: Salary, fringe benefits, and work year as established by the Board of Education

Evaluation: Performance will be evaluated annually by the Superintendent or designee in accordance with the District’s plan for evaluation of non-licensed administrators
