The University of Illinois at Urbana-Champaign is seeking an exceptional leader to serve as the Assistant Director of Purchasing in the Purchasing Office. The Assistant Director will assist with managing procurement activities of the Purchasing Division to ensure daily operational needs are met and conducted in compliance with University guidelines and established departmental policies and procedures.

Responsibilities of the position include the following:
Provide effective supervision and leadership of assigned personnel to meet immediate and long term operational needs of the Purchasing Division. Oversee delivery of purchasing services by these personnel; ensuring purchasing compliance with all internal policies and procedures, all applicable Federal and State laws, and all University policies and procedures.
Assist the Director of Purchases in defining operating goals for the Purchasing Division and implementing related process improvement initiatives. Participate as member of Purchasing Management Team in developing and implementing effective strategies to successfully meet short- and long-term objectives and goals and ensure available resources are being effectively maximized.
Assist the Director of Purchases in developing effective relationships between the Purchasing Division and campus and university departments and operating units. Consult with and advise departmental officials/staff about matters related to university procurement policies. Determine how the Purchasing Division can assist campus units in fulfilling education, research, and public service initiatives and ensure their alignment with established unit mission goals while complying with university and federal procurement mandates. Identify future procurements; prioritize activities of current projects to ensure campus needs are met; address/resolve related procurement issues in a timely manner; and develop working relationships that promote enhancement of Purchasing Division operations.
Oversee distribution of workloads of assigned staff to optimize productivity while maintaining an effective work environment; prioritize work assignments to address urgent matters and meet stringent deadlines in a timely manner. Monitor overall progress of activities to ensure alignment with University and departmental objectives and goals.
Conduct contract negotiations for complex projects. Review business documents prepared by staff such as Bids, RFPs, Sole Sources, purchase recommendations and complex legal documents related to purchasing contracts for accuracy and completeness. Ensure compliance with applicable University and departmental guidelines and regulations prior to submission for signature approval. Examine information and documents contained in procurement and contract files to assess contents and ensure documentation is complete for audit confirmation of compliance with established policies and procedures.
Assist with implementation of new and/or revised procedures related to procurement and contracting processes. Identify issues that require immediate response to avert problematic situations.
Oversee productivity of assigned staff; review related metrics and follow-up as necessary to ensure productivity goals are being met. Conduct performance appraisals; address work-performance issues; and participate in salary decisions for assigned staff. Mentor staff and assist in providing opportunities for professional development, such as conference attendance and educational opportunities, for Purchasing Division staff.
Develop and implement negotiation strategies that effectively yield cost savings and promote fiscal practices that align with University and departmental budget goals.
In the absence of the Director, make decisions as authorized on his/her behalf to ensure minimal interruption in operations and services.
Serve on University, campus, and departmental committees/teams as assigned.

Education requirements:
Bachelor's degree in business administration, finance, accounting, management, or related field.

Required experience, skills and abilities include:
Four years of experience in procurement.
Current University of Illinois employee.

Preferred experience, skills and abilities include:
Supervisory experience.
Flexibility to accept additional work assignments and projects as needed to meet daily operational needs.
Proficiency with Microsoft computer programs/applications (e.g., Microsoft Office, Excel, Access, Outlook, and Internet Explorer).
Knowledge of bidding processes (i.e., bid specification development, bidder qualifications, legal requirements, and
opening/evaluation/awarding of bids).
Knowledge of contract law related to offers/acceptance/warranties of purchases.
Ability to negotiate contracts and settle related disputes.
Strong interpersonal skills underscored with courteousness, tactfulness, and professionalism.
Effective written and verbal communications skills.
Strong analytical skills.
Ability to work independently and exercise good judgment and discretion in handling difficult, complex issues.
Effective teamwork skills.
Strong organizational and multi-tasking capability.
Availability to travel off campus to attend work-related events (e.g., meetings, seminars, conferences, and other events).
Knowledge of bidding processes (i.e., bid specification development, bidder qualifications, legal requirements, and opening/evaluation/awarding of bids).
